You can create a read-only Discord channel by turning off the send message permission for all roles. Additionally, you will also need to turn on the view channel and read message history permissions.
1. Right-click the side panel and create a channel.
2. Select Text, give it a name and click Create Channel.
3. Click the gear icon to open the channel settings.
4. Select permissions and open the advanced permissions.
5. Select the @everyone role and turn on the view channel and read message history permissions.
6. Turn off the send messages permission.
7. Save changes.
Additionally, you may also want to turn off the add reactions permission to prevent people from reacting to existing messages.
